The Berlinale opens today to an industry thriving on EU funds. But where is the money going – and are audiences benefiting too?

European film is booming. Really. In spite of the disruption caused by the pandemic to production and release schedules, film productions on the continent have increased by more than 50% over the past decade. Some of these new films will premiere at the Berlin film festival, which opens today, or Cannes and Venice later in the year. Those who don’t manage to get a slot at the “big three” can still hope for red-carpet treatment: the submission platform FilmFreeway records more than 600 new European film festivals for this year alone.

There is a less shiny flipside to the golden decade of European film, however. Since 2011, the growth in film productions has not been matched by a similar growth in audiences, meaning fewer moviegoers per film. In economics, increasing choices through product differentiation – offering more options to cater to diverse tastes – usually boosts demand. But for European cinema, the increase in production has not translated into more ticket sales. The French director Jacques Audiard’s Emilia Pérez feels like a symptomatic film in this regard, irrespective of the recent controversy around its star’s social media comments. It was a jury-prize winner at Cannes, hyped as an arthouse-to-mainstream crossover hit with a triumphant night at the European film awards – and has mostly left cinemagoers cold.

I first met Guðjón Þorsteinsson through my work as a photographer for the Icelandic daily newspaper Morgunblaðið. He and his older brother, Óskar, ran a farm above the peninsula of Dyrhólaey, a couple of hours’ drive from Reykjavík. A raging storm had broken lots of power lines so the farm had no electricity. I’d heard the brothers were having to milk their cows by hand and thought I might be able to get a good picture for the paper.

When Guðjón opened the door, he just said: “What do you want?” He wasn’t very friendly, though I sensed this was an act. He invited me in for coffee and I ended up getting the shots I wanted, but after they ran in the paper, someone complained that the cows looked dirty and they were taken away. Feeling it was my fault, I went back to the farm to apologise. Guðjón said: “I’m glad – I didn’t want to milk them anyway.”

Musk has called it a “criminal organization” and said that it was “time for it to die”. The agency website is down, so little official information is available. But in the week since funding to the agency was frozen, and the majority of staff placed on leave, thousands of public health and development programmes worldwide have been thrown into turmoil, and now face an uncertain future.

USAid is the main federal agency that works to provide foreign aid assistance to the poorest countries and people in the world. On Friday, a US judge prevented around 2,000 USAid employees from being placed on leave, and ordered the reinstatement of about 500 more. But Trump and Musk appear to want to move forward with a plan that would see its global workforce reduced from about 10,000 staff and contractors, to just over 600.

Over the weekend, the presidents of the Democratic Republic of the Congo (DRC) and Rwanda – Félix Tshisekedi and Paul Kagame – were among those who took part in a regional summit aimed at ending the resurgent violence in eastern DRC. The summit ended with a call for an immediate and unconditional ceasefire. But while there was a lull in the fighting yesterday, many fear that a ceasefire is less likely than escalation to a wider regional war.

Rwanda does not officially admit to its involvement in the latest episode of the long-running and devastating conflict in eastern DRC. But M23, an armed group with Rwanda’s tacit and practical support, has taken the capital of North Kivu province, Goma, and is now moving south to expand the territory under its control. At stake is control of a mineral-rich region of crucial strategic significance, and the fate of civilians there who are frequently the subject of ethnically targeted attacks – but also the question of whether national borders can act as any sort of constraint.

Arms trade | Britain’s system for controlling arms exports is broken, subject to political manipulation and has seen conduct that crossed the threshold into complicity with war crimes, a former UK diplomat has claimed. Mark Smith said officials were instructed to manipulate findings on the misuse of UK arms by allies.

Immigration | The Home Office is launching a fresh wave of immigration raids as Labour attempts to counter the growing political threat from Reform UK. Amid anger from critics who believe the approach echoes Theresa May’s “hostile environment” regime, the government will broadcast footage of deportations from detention to removal centres and on to waiting planes.

There’s no sign of the mass protests of his first term – but Democrats are building a less flashy politics of opposition

In January 2017, the day after Donald Trump was first inaugurated as US president, hundreds of thousands of protesters descended on Washington for a “Women’s March” that was actually a broader-based vessel for popular rage. Not that the atmosphere was uniformly angry: I covered the march for a US radio network and found pockets of joy among the crowd. “It’s really exciting,” a teenager from New York told me. “It’s democracy in action.”

The march, and parallel events around the country, was emblematic of what came to be known as the #Resistance, a loud liberal movement in opposition to Trump that took the form not only of mass protests, but court fights, adversarial media coverage (and increased consumption thereof) and grassroots organising. The movement made cult figures (not to mention merchandise) of figures seen as standing up for institutions, from the Trump-probing special counsel Robert Mueller to the supreme court justice Ruth Bader Ginsburg.

Spending public money carefully is a virtue in itself, but running down the public sector can cause huge problems later on

Slash-and-burn government is back in vogue. Whether it is Elon Musk and his engineers taking the axe to US agency spending, the Conservative leader, Kemi Badenoch, wishing she had her own mini-Musk, or Sir Keir Starmer complaining about the “tepid bath of managed decline”, the complaint is that bureaucracy is bloated and needs to be cut down to size.
We’ve heard such charges before. For some it is ideologically driven: they believe that the state is inherently inefficient and that only businesspeople know how to make money count. For others it is prompted by the expansion of government in response to crises ultimately caused by state undercapacity, not overreach. They were wheeled out in the 2010s, after rich states stepped in to save the banks and prop up the economies. Then came the Covid pandemic, in which rich states stepped in to save employees (through such measures as furlough) and support businesses.

Last time, it was David Cameron’s team who styled themselves as “disruptors” and brought in the businessman Philip Green as an “efficiency guru”. This time it’s Donald Trump. Yet, measured as a proportion of all US workers, the US federal government workforce is smaller than it was just after the second world war, when Mr Trump was born. And shifting its work to costlier private-sector operations has not been a boon.
One of the great parables of the consequences of an outsider hacking away at a complex organisation is contained in a history of Britain’s trashy cable channel, Live TV. The authors, Chris Horrie and Adam Nathan, give a picture of what happened when the lifelong print journalist Kelvin MacKenzie suddenly got to be boss. Not understanding many of the technicalities of television, he would apparently charge into the studio gallery while programmes were going out live and demand staff answer his questions. “Who are you? What do you do? … If you can’t tell me in 20 seconds … you’re out.” If the programme fell off air after they’d been given the boot, he would plead with them to come back.
Even Live TV’s viewers are unlikely to have been gravely distressed by its inadequacies. But government touches everyone’s lives, and in the most serious manner.

We moved into our current home, a new-build at the time, 15 years ago. Our end-of-terrace is next door to a block of flats that is part of the same development.

Just inside the block’s car park there is an electricity feeder pillar that powers the gates. Because of an admin error, when the site was being developed, the feeder pillar was assigned our postal address not the flats’, which resulted in several years of letters and bills from SSE Energy addressed to “Feeder Pillar”.

We usually marked them “return to sender” or “not known at this address” and posted them back. We tried contacting SSE and its response included quizzing me on “why are you opening mail not addressed to you?”

Then two years ago, a debt collection firm turned up at my door. They were acting on SSE’s behalf and said I owed more than £7,000 in unpaid bills for the feeder pillar and that, if we didn’t pay up, they’d start legal proceedings.

Amid the daily troubling news coming from the United States are the ongoing and increasingly damaging efforts by President Donald Trump, supported by secretary of state Marco Rubio and Elon Musk, to shut down the US Agency for International Development (USAid). Musk has called it a “criminal organization” and said that it was “time for it to die”. The agency website is down, so little official information is available. But in the week since funding to the agency was frozen, and the majority of staff placed on leave, thousands of public health and development programmes worldwide have been thrown into turmoil, and now face an uncertain future.

USAid is the main federal agency that works to provide foreign aid assistance to the poorest countries and people in the world. The game creation package RPG Maker has been around since 1992, the first version launching on the Japanese PC-98 computer. Since then, development has been passed from veteran software publisher ASCII to Enterbrain and then Chiyoda-based Gotcha Gotcha Games, and dozens of instalments have appeared. Although it has become increasingly complex over the years, RPG Maker remains a remarkably intuitive way to make adventure games with no development experience at all.

I remember when we were told that Michael Jackson was going to visit. The cast and crew were so excited. We didn’t know what time he was arriving, so we were constantly looking over our shoulder. Sure enough, when he walked on to the set, everybody just stopped what they were doing – even the guy making the coffee. He was very shy. I think we made him nervous because there were so many people. Then we took those photos that you see on the internet. We were so giddy that he was there. He gave us tickets to watch him perform in Los Angeles, and gave us all a jacket, which some of us still have. Somehow I lost mine, which I’m very mad at myself for.

Amid the daily troubling news coming from the United States are the ongoing and increasingly damaging efforts by President Donald Trump, supported by secretary of state Marco Rubio and Elon Musk, to shut down the US Agency for International Development (USAid). Musk has called it a “criminal organization” and said that it was “time for it to die”. The agency website is down, so little official information is available. But in the week since funding to the agency was frozen, and the majority of staff placed on leave, thousands of public health and development programmes worldwide have been thrown into turmoil, and now face an uncertain future.

USAid is the main federal agency that works to provide foreign aid assistance to the poorest countries and people in the world. On Friday, a US judge prevented around 2,000 USAid employees from being placed on leave, and ordered the reinstatement of about 500 more. But Trump and Musk appear to want to move forward with a plan that would see its global workforce reduced from about 10,000 staff and contractors, to just over 600.

A group of volunteers is spending two months lying in bed—with their feet up and one shoulder always touching the mattress—even while eating, showering, and using the toilet. But why? This extreme bedrest study is helping scientists understand how space travel affects the human body and how to keep astronauts healthy on long missions.

Microgravity causes muscle and bone loss, fluid shifts, and other physiological changes similar to those experienced by bedridden patients on Earth. By studying volunteers here on Earth, researchers can develop better countermeasures for astronauts and even improve treatments for medical conditions like osteoporosis.

In this study, participants are divided into three groups: one stays in bed with no exercise, another cycles in bed to mimic astronaut workouts, and a third cycles while being spun in a centrifuge to simulate artificial gravity. Scientists hope artificial gravity could become a key tool in protecting astronauts during deep-space missions.
